Uttar Pradesh Government Accelerates Development Agenda under “Viksit Uttar Pradesh @2047”

Under the leadership of Chief Minister Yogi Adityanath, Uttar Pradesh has intensified efforts to become India’s leading economy by 2047, with a strong focus on industrial growth, infrastructure expansion, and inclusive development. The participation of over 9.8 million citizens and stakeholders in preparing the “Developed Uttar Pradesh 2047” vision document reflects a broad, collaborative approach to sustainable progress.

The state has outlined three core themes—Arth Shakti, Srijan Shakti, and Jeevan Shakti—and initiated strategic reforms across 12 key sectors, including energy, education, health, MSMEs, and manufacturing. Uttar Pradesh aims to achieve a USD 1 trillion economy by 2029–30 and a USD 6 trillion economy by 2047, targeting an annual growth rate of 15–16 percent.

Driving Industrial Development

Manoj Kumar Singh, Chief Executive Officer of the State Transformation Commission, said Uttar Pradesh is rapidly emerging as a preferred investment destination. He identified skill development, industrial parks, and an innovation-driven ecosystem as the three pillars of the UP-2047 industrial strategy. Land allocation for industries has been made transparent, and investment projects are being closely tracked.

To simplify land ac-quisition, the government has introduced stamp duty exemptions—100 percent in Purvanchal and Bundelkhand, 75 percent in Madhyanchal and Paschimanchal, and 

up to 50 percent in Noida-Ghaziabad. These incentives are expected to attract new investments and support industrial expansion, with special emphasis on developing Purvanchal and Bundelkhand as emerging industrial hubs.

Nivesh Mitra 3.0 has been launched to modernize the investment process. Shashank Chaudhary of Invest UP described it as a complete digital transformation, offering AI-based guidance, simplified regulations, online approvals, and streamlined building bylaws. The Industrial Investment and Employment Promotion Policy 2022 provides capital subsidies of up to 25 percent, capped at ₹45 crore.

Deepak Kumar, Commissioner of Infrastructure and Industrial Development, noted that Uttar Pradesh has become India’s third-largest economy. He added that policy reforms, digital processes, disciplined administration, a young workforce, and strong capital expenditure are positioning the state as an emerging global industrial power.

Expanding Infrastructure and Connectivity

Principal Secretary (Planning) Alok Kumar stated that Uttar Pradesh is rapidly building a world-class expressway and civil aviation network. The state now has India’s largest connectivity ecosystem, including 13 expressways and five international airports. This infrastructure buildout is transforming Uttar Pradesh into a national logistics hub and ensuring global-standard connectivity for industries.

In the 2025–26 budget, about 22 percent of the ₹808,736 crore outlay has been dedicated to infrastructure—supporting expressways, industrial corridors, multimodal logistics hubs, warehousing, and industrial townships. These developments are expected to boost industrial capacity and generate significant employment.

emphasized that enhanced railway and aviation networks will strengthen trade and industry. This period also marks a major phase of tourism growth, powered by new expressways, expanding airports, Vande Bharat corridors, and large cultural events such as Deepotsav, Dev Deepawali, and the Maha Kumbh.

Inclusive Vision for 2047

The Uttar Pradesh-2047 vision document has already received nearly 9.8 million suggestions from citizens, with most related to agriculture, rural development, and education—highlighting the state’s commitment to inclusive growth. CM Adityanath has described this public participation as crucial in aligning development policies with people’s expectations.

Alok Kumar, Additional Chief Secretary of the MSME and Export Department, said the UP-2047 vision has been prepared with all stakeholders in mind. Along with rapid manufacturing growth, the services sector is being strengthened to ensure balanced development and reinforce the state’s global competitiveness.

Through citizen participation, policy innovation, industrial momentum, and world-class infrastructure, Uttar Pradesh is laying the foundation for a prosperous, inclusive, and globally competitive future.
